If you managed to look at the sections highlighted and figure it out, give yourself a pat on the back for having established that your IQ is somewhere above room temperature (In Celsius).
Things that we've tested:
Dependent on the number of CPs. (Presumably pRefresh = 0.2 / CP)
TF->5 pt Finisher. Primal Madness duration set to 2 sec.
Berserk->5 pt Finisher. Primal Madness duration set to 2 sec.
TF->Berserk->5 pt Finisher. Primal Madness duration set to 2 sec.
TF->wait till 1 sec on TF->5 pt Finisher. Primal Madness drops as TF does.
TF->5pt Finisher->Berserk. Primal Madness gets refreshed to the correct duration by the Berserk. But will break again the moment a finisher is used.
It's fairly obvious what they are doing is replacing the existing Primal Madness buff with one that's 2 sec long, at a probability of 0.2 per CP (which mimics 4T12's intended behavior). To add insult to injury, you can't use this behavior to get slightly longer Primal Madness buffs.
"But Yawning, isn't Primal Madness terrible? Why does this matter?" you may ask. Primal Madness is terrible because the return on investment is not as good as other talents. It's always been a DPS increase and as of 4.2 has gone up in value somewhat (due to more damage shifting over to direct, and increases in gear). In effect what this is doing is reducing your total energy budget for your Berserk, Tiger's Fury, or Berserk/TF by removing energy while you have cooldowns going opposed to after. Yes, the amount of energy returned is minimal, but you're getting minimal amounts of extra energy while energy has increased value.
This translates to something that looks like this (378 gear, raid buffs, 300 sec x 10000): No 4T12: DPS: 29861.96917 +/- 13.31709 with Bug Modeling: DPS: 30423.77385 +/- 13.76512 w/o Bug Modeling: DPS: 30645.75246 +/- 13.81163
One day, the developers will figure out that actually testing their code is a good idea. This feels like "Oh hey, it compiles and doesn't crash immediately. Ship it.".

LOL. Was just frustrated at this since it's blatantly obvious that it's broken. It's something that casual testing of the 4pc bonus would catch instantly as well (like, the "does it work as intended sanity check after the feature is written before it's committed into version control" sort of testing), though at this point I'm not sure if the developers even do that.

So if you don't have Primal Madness, does this devalue 4pcT12 at all, or is this really only relevant if you've picked up the talent? (Which skimming and way-below-room-temperature reading skills would lend me to believe. There's also a burger involved.)

As I noted in the first post, the talent's value increased a bit since the last time I measured it. That's what happens when people get gear past ilevel 372 and abilities get scaling buffs. It's still sort of terrible though, but should be taken regardless of the bug in a max DPS build.

I currently have those points tucked away in Thick Hide since my tanks die often enough to warrant Wildpaw-saves-the-day-again moments. Would you recommend dropping something like Nuturing Instinct to get PM instead? http://us.battle.net/wow/en/character/a ... paw/simple my current set up.

Move 2 points from Perseverance to Brutal Impact if you are stuck interrupting, but interrupting totally kills your DPS.
FWIW, trying to save the day is more a function of "do healers switch to the new 'tank' fast enough", "do I have cooldowns", and "do the healers have their externals" than Thick Hide in my opinion. It will help, but it's not something I personally would have gimped my build over.
